Christine Kennelly, M.Sc., has over ten years experience combining a technical background with collaborative planning and communications, particularly in the fields of water, natural resources, and the environment. She has designed, managed, and facilitated complex collaborative processes, public participation programs, and stakeholder outreach efforts. Prior to joining Kearns & West, Christine worked as an environmental consultant for surface water quality and compliance issues in the San Francisco Bay and Delta region. She has worked with government and non-governmental organizations as a stakeholder facilitator and project manager on natural resource issues throughout North and Central America.

Christine has worked as the project manager and facilitator for the Tahoe Pathway 2007 Forum Process, a collaborative planning process in an effort to chart a vision to be incorporated into four natural resource agencies' long-term plans for the Tahoe environment for the next 20 years. She provided facilitation and mediation for the public Forum in order for them to make recommendations on management strategies for Agency consideration.

Ms. Kennelly served as the project manager for the Federal Energy Regulatory Commission's Integrated Licensing Process (ILP) Effectiveness Evaluation and Collaborative Workshops. She assisted in the collaborative evaluation of a new federal licensing process for hydroelectric facilities with representatives from industry, state and federal natural resource agencies, and non-governmental organizations (NGOs). She facilitated workshops and multi-stakeholder teleconferences with participants from throughout the country. The effectiveness evaluation culminated in an ILP Best Practices Guidebook which was released in 2005.

Christine served as the team lead for Klamath River collaborative hydroelectric relicensing process. This process included facilitating and managing a plenary group, eight work groups, and several technical subgroups. She subsequently served as part of the mediation team in an effort to craft a settlement agreement with a diverse group of stakeholders.

Christine is based in Kearns & West’s San Francisco office. She holds a Masters in Environmental Sciences from Trinity College, Dublin, Ireland (1997) and a B.A. in Biology and Environmental Studies from Middlebury College (1994). She is certified as a public participation professional and has completed the International Association of Public Participation's certificate program (2004).
