Pam Jones has spent over 25 years as a public affairs and community engagement professional working with federal, state and local governments to develop and manage public and stakeholder outreach and involvement programs. She has initiated and managed complex, multi-party collaborations related to natural resources, water, land use, and the environment.
Much of Pam’s experience has been in California’s Central Valley where her knowledge of issues and her contacts with farmers, environmental organizations, resource agencies, local government and business has assisted in the development of resource programs and policies.
Pam also serves as a neutral process and meeting facilitator to assure effective dialogue among public, private, and non-governmental organizations. Among the most contentious of these have been numerous public meetings in the Delta to discuss the future of California’s primary water source for farmers, fish and communities.
Specific water projects include the landmark San Joaquin River Restoration Program for the Bureau of Reclamation, the FloodSafe program in the Central Valley for the California Department of Water Resources, the Bay Delta Conservation Plan for the California Department of Natural Resources, and the Bureau of Reclamation’s Water Shortage Policy. In the field of air quality, she developed an award-winning West Oakland Air Quality/Environmental Stewardship outreach program for the Port of Oakland.
Pam has also served as communications counsel to major companies and trade associations for whom she has developed community and media relations programs.
In the field of training, Pam has conducted media and spokesperson training for numerous public agencies and private companies and associations. She has also served as adjunct faculty for the Coro Center for Civic Leadership, delivering leadership development programs for emerging leaders in public agencies.
Past experience includes serving as a newspaper reporter/editor, Director of Issues Communications at a political campaign firm.
Pam is based in the San Francisco office of Kearns & West. She holds a Bachelor of Science degree in Journalism from the University of Colorado and a Master’s degree in Urban Policy Studies from Occidental College in Los Angeles. She is a also graduate of the year-long public affairs fellowship program of the Coro Center for Civic Leadership in San Francisco.
For over 10 years Pam has been an Advisory Board member and adjunct communications faculty member for the Food and Agriculture Institute at Santa Clara University’s Graduate School of Business. She is also past state president of California Women for Agriculture.
